QBCC Payments

Jobs > QBCC Payments lists every accepted job that includes a QBCC insurance premium, split into premiums still to be paid and premiums already paid. Accounts use it to pay the QBCC and tick jobs off as they go.

What QBCC is

The Queensland Building and Construction Commission (QBCC) runs the Queensland Home Warranty Scheme. For residential building work over $3,300 including GST, the contractor must pay a home warranty insurance premium to the QBCC and pass the cost on to the customer. The premium is a fixed dollar amount set by the QBCC based on the insured value of the work, and it must be shown on the contract.

In the Rochele app this means:

• Quotes for home owners and body corporates carry QBCC. Commercial and similar work does not.
• When a quote is over the threshold, the app looks up the premium for that value and adds it to the quote total as the QBCC price. The customer pays it as part of the job.
• Once the customer has paid the deposit, Rochele owes the premium to the QBCC. This screen tracks that payment.

Which quotes carry QBCC

Each quote type has a QBCC setting. Residential and Body Corporate quote types have QBCC on. The business rule agreed with Rochele also puts QBCC on Real Estate and Small Jobs quote types, and off for Commercial, Rochele Business, Aged Care and Education. If a new quote type is added, check its QBCC setting matches this rule.

When a quote is created (from the website booking form, the web app or the iPad app) it takes the QBCC setting from its quote type. On the iPad, the quote’s Details tab shows a QBCC INSURANCE toggle so an estimator can turn it off for a particular quote. On commercial quote types the toggle reads QBCC INSURANCE (DISABLED ON COMMERCIAL QUOTES) and cannot be switched on.

How the premium is calculated

When a QBCC quote’s price excluding GST is above $3,000 (that is, above $3,300 including GST), the app finds the premium band whose range covers the price including GST and attaches that band’s premium to the quote version. The bands come from the QBCC’s published rate table loaded into the app; for example, work valued between $3,300 and $3,999.99 attracts a premium of $199.30. The premium is recalculated whenever the quote price changes, including when the customer selects or deselects optional scopes on the online proposal.

When the quote is accepted, the job inherits the premium. Variations on a QBCC job also carry QBCC on their own value.

The job’s price in the app includes the QBCC premium. Reports and this screen show both the value excluding QBCC and the full insured value.

What you see

Two tabs:

Tab	Contents
Outstanding (default)	Jobs that have a QBCC premium, have had at least one invoice paid (normally the deposit), and have not yet been marked as paid to the QBCC.
Paid	Jobs whose QBCC premium has been marked as paid, or was included in a generated QBCC report. This is the historical view.

Jobs whose deposit has not been paid yet do not appear on either tab. This was a deliberate request from accounts so that premiums are only paid once the customer has committed.

Controls

Control	What it does
Start date and End date	Filter by the date the job was created (quote accepted). Either can be used on its own.

Columns

Column	Meaning
Checkbox	Select the row for Mark as Paid or Mark as Unpaid.
Reference #	The job reference number.
Date Created	When the job was created.
Customer Name, Customer Email, Customer Phone #, Customer Address	Customer contact details, as the QBCC needs the home owner’s details when the premium is lodged.
Quote Address	The site address, which may differ from the customer’s address (for example a rental or body corporate).
Value (excl QBCC)	The job price with the QBCC premium removed.
Insured Value (incl. QBCC + GST)	The full job price including the premium and GST. This is the value the QBCC insures.
QBCC Price	The premium payable to the QBCC for this job.

What you can do

Record premiums as paid

1. On the Outstanding tab, use the date filters or search to find the jobs you have just paid to the QBCC.
2. Tick each job, or tick the header checkbox to select the whole page.
3. Click Mark as Paid. You will see “Jobs marked as paid” and the page reloads. The jobs now appear on the Paid tab.

If you click Mark as Paid with nothing ticked, the app says “Please select at least one payment”.

Correct a mistake

1. Open the Paid tab and find the job.
2. Tick it and click Mark as Unpaid. It returns to the Outstanding tab.

Export a QBCC report

The older export is still available from the main Jobs list:

1. Go to Jobs and click QBCC Report.
2. Enter a Start Date and End Date and click Generate QBCC Report.
3. An Excel file downloads with the same columns as this screen plus an Exported At column, covering QBCC jobs created in that range that have not already been exported or marked paid.

Generating the report marks jobs as paid

The export and Mark as Paid use the same flag. Every job included in a generated report is treated as paid and moves to the Paid tab, whether or not you have actually paid the QBCC yet. If you only want a list, use the date filters on this screen instead of generating the report. If you generate one by mistake, tick the affected jobs on the Paid tab and click Mark as Unpaid.

How it works behind the scenes

• The QBCC flag and premium are set on the quote and copied to the job on acceptance. There is no way to add or remove QBCC on a job after acceptance from this screen; that needs the quote to be corrected and re-accepted, or a developer.
• “Paid” on this screen is a single date stamp on the job. It does not connect to MYOB or to the QBCC’s own systems. It is purely Rochele’s record of having lodged and paid the premium.
• The deposit-paid rule on the Outstanding tab looks for any invoice on the job with status Paid. On most jobs the first paid invoice is the deposit.
• Repayment plans: the premium is not removed when a customer chooses a repayment plan. In the past the app excluded QBCC on some repayment plan jobs; Rochele later confirmed those premiums were still payable and a one-off list of affected jobs was produced. Today a body corporate or residential job on a repayment plan carries QBCC like any other, and commercial repayment plans do not because commercial quotes never carry QBCC.

Tips and gotchas

• If a job you expect to see is missing from Outstanding, check two things on the job: whether the deposit invoice is marked Paid, and whether the quote actually had QBCC on. A quote where the estimator turned the toggle off, or a quote type with QBCC disabled, will not appear anywhere on this screen.
• A quote exactly at or below $3,000 excluding GST has no premium even if QBCC is on for the quote type, so it will not appear here.
• The Search box only matches the job reference number. To find a customer’s jobs by name, use the date filters or the main Jobs list.
• Mark jobs as paid in the same batches you pay the QBCC, and use the date filters to match your remittance. This keeps the Paid tab usable as an audit trail.
• The rate table in the app must be updated whenever the QBCC publishes new premium rates, otherwise quotes will carry the old premium. Raise this with the development team when the QBCC announces a change.
